I feel like many people in the government housing system are so focused on the “rent” vs “sale” issue that they forget that they are paying tenants $0.04/night. Of course, they’re probably all doing it to make money to get their homes approved.

theres a little more to it than that. Santiago is a very wealthy developer who owns a mansion in the city where he lives in exile. He also owns the citys largest hotel building, and the citys largest low rise public housing projects. He has also recently bought the citys second largest public housing project. Thats right. Santiago had his mansion built to look like a mansion while he was in jail. He is also the owner of the citys largest public housing project.
